4. In section 5 of the Local Government (Footpaths and Open Spaces) (Scotland) Act 1970(1) (interpretation), for the definition of “local authority”, there shall be substituted the following:—
““local authority” means a council constituted under section 2 of the Local Government etc. (Scotland) Act 1994;”.
