The Secretary of State for Health, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of powers conferred on them by sections 17, 126(4) and (5) and 128(1) of, and paragraphs 2 and 3 of Schedule 7 to the National Health Service Act 19771 and of all other powers enabling them in that behalf, hereby make the following Regulations:
