The Deregulation (Rag Flock and Other Filling Materials Act 1951) (Repeal) Order 1996
Made
Coming into force in accordance with article 1
Whereas:
the Secretary of State is of the opinion that the provisions of the Rag Flock and Other Filling Materials Act 19511 impose burdens affecting persons in the carrying on of a trade, business, profession or otherwise and that by repealing the provisions concerned it is possible to remove or reduce the burdens, without removing any necessary protection;
the Secretary of State has consulted such organisations as appear to him to be representative of interests substantially affected by his proposals and such other persons as he considers appropriate;
it appears to the Secretary of State that it is appropriate, following that consultation, to proceed with the making of this Order;
a document setting out the Secretary of State’s proposals has been laid before Parliament in accordance with section 3 of the Deregulation and Contracting Out Act 19942 and the period for Parliamentary consideration under section 4 of that Act has expired;
the Secretary of State has had regard to the representations made during that period;
a draft of this Order has been laid before Parliament with a statement giving details of such representations; and
a draft of this Order has been approved by resolution of each House of Parliament:
Now, therefore, the Secretary of State, in exercise of the power conferred on him by section 1 of the 1994 Act, hereby makes the following Order:
Citation and commencement1
This Order may be cited as the Deregulation (Rag Flock and Other Filling Materials Act 1951) (Repeal) Order 1996 and shall come into force 28 days after the day on which it is made.
Repeals

The Rag Flock and Other Filling Materials Act 1951 is hereby repealed.

The following enactments (which are spent in consequence of article 2 above) are hereby repealed, namely—
a
paragraph 11 of Schedule 17 to the London Government Act 19633,
b
paragraph 11 of Schedule 4 to the Consumer Credit Act 19744,
c
paragraph 9 of Schedule 7 to the Magistrates' Courts Act 19805,
d
paragraph 6 of Schedule 6 to the Local Government, Planning and Land Act 19806,
e
paragraph 4 of Schedule 9 to the Local Government (Wales) Act 19947, and
f
paragraph 37 of Schedule 13 to the Local Government etc (Scotland) Act, 19948.
