Designation of special parking area

4.  The Secretary of State hereby designates as a special parking area the Royal borough of Kingston upon Thames except—

(a) the roads named or described in Schedule 2 to this Order; and

(b) so much of Richmond Park as lies within the Royal borough of Kingston upon Thames.
