The Secretary of State for Wales, being of the opinion that it is necessary to make these Regulations in order to ensure that authorities in Wales to whom section 2 of the Local Government, Planning and Land Act 19801 applies publish information specified in the Local Government (Publication of Staffing Information) (Wales) Code 1996 in the manner and form and on the occasions specified in that Code, in exercise of the powers conferred on him by section 3(2), (3) and (7) of that Act, and of all other powers enabling him in that behalf, and after consultation with such associations of authorities to whom section 2 of that Act applies as appear to him to be concerned and any such authority with whom consultation appeared to him to be desirable, hereby makes the following Regulations:
Citation, commencement and interpretation1

These Regulations may be cited as the Local Government (Publication of Staffing Information) (Wales) Regulations 1996 and shall come into force on 1st September 1996.

In these Regulations “section 2” means section 2 of the Local Government, Planning and Land Act 1980.
Requirement to publish staffing information2

Authorities in Wales to whom section 2 applies are required to publish the information specified in the Local Government (Publication of Staffing Information) (Wales) Code 1996 in the manner and form and on the occasions specified in that Code.

In this regulation “the Local Government (Publication of Staffing Information) (Wales) Code 1996” means the code set out in the Annex to Welsh Office Circular 26/96, issued on 20th May 1996 by the Secretary of State for Wales under section 2.
