The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 19 and 26 of the Local Government Act 19921, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
Citation, commencement and interpretation1

These Regulations may be cited as the Local Government Changes for England (Direct Labour and Service Organisations) (Amendment) Regulations 1996 and shall come into force on 12th August 1996.

In these Regulations—
“the 1994 Regulations” means the Local Government Changes for England (Direct Labour and Service Organisations) Regulations 19942;
“the 1992 Act”, “order”, “order date” and “relevant authority” have the same meanings as in the 1994 Regulations; and
“relevant direction” means a direction given under section 13 of the 1992 Act (duty to conduct reviews and make recommendations) on or after 17 May 1995.
Amendment of 1994 Regulations2

In regulation 2 of the 1994 Regulations (interpretation), in the definition of “relevant order”, for “17th May 1995” substitute “12th August 1996”.

Where an order giving effect to recommendations made by the Local Government Commission in pursuance of a relevant direction is made before 12th August 1996, the 1994 Regulations shall have effect, in relation to a relevant authority, as if any reference to the order date were a reference to 12th August 1996.
