Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 19921, has submitted to the Secretary of State a report on its review of the borough of Spelthorne in the county of Surrey, together with its recommendations:
And whereas the Secretary of State has decided to give effect, with modifications, to the recommendations in respect of the boundary between that borough and the borough of Runnymede in that county:
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 172 and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order:
Citation and commencement1

This Order may be cited as the Runnymede and Spelthorne (Borough Boundaries) Order 1996.

This Order shall come into force for the purposes of article 2(2) on 26th July 1996, for the purposes referred to in paragraph (3) below on 1st February 1997 and for all other purposes on 1st April 1997.

The purposes mentioned in paragraph (2) above are those of all proceedings preliminary or related to any local government election to be held on or after 1st April 1997.
Interpretation2

In this Order—
“electoral division” means an electoral division of the county of Surrey;
“the map” means the map prepared by the Department of the Environment, marked “Map of the Runnymede and Spelthorne (Borough Boundaries) Order 1996” and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 19943;
“Runnymede” means the borough of Runnymede;
“Spelthorne” means the borough of Spelthorne; and
any reference to a ward is a reference to a ward of the borough from or to which an area is transferred by this Order.

For the purposes of any statutory instrument made under Part II of the Local Government Act 1992 (local government changes for England)4—
a
1st April 1997 is specified as the reorganisation date; and
b
the period beginning with the date on which this paragraph comes into force and ending immediately before the reorganisation date is specified as the preliminary period.
Transfer from Runnymede to Spelthorne3
The area marked B3 on the map shall be transferred from Runnymede, the Chertsey Meads ward, the Chertsey electoral division and the Surrey police area to—
a
Spelthorne;
b
the Shepperton Town ward;
c
the Shepperton electoral division; and
d
the Metropolitan Police District;
and shall remain unparished.
Transfers from Spelthorne to Runnymede4

The areas marked B1, B2 and B4 on the map shall be transferred from—
a
Spelthorne to Runnymede; and
b
the Metropolitan Police District to the Surrey police area;
and shall remain unparished.

The area marked B1 on the map shall be transferred from the Staines Town ward and the Staines electoral division to the Hythe Ward and the Egham South electoral division.

The area marked B2 on the map shall be transferred from the Laleham ward and the Laleham and Shepperton Green electoral division to the Chertsey St. Ann’s ward and the Chertsey electoral division.

The area marked B4 on the map shall be transferred from the Shepperton Town ward and the Shepperton electoral division to the Addlestone Bourneside ward and the Addlestone electoral division.
