Article 13Officers and members of the Chambers

The judges of the International Tribunal for Rwanda shall elect a President.

After consultation with the judges of the International Tribunal for Rwanda, the Presdident shall assign the judges to the Trial Chambers. A judge shall serve only in the Chamber to which he or she was assigned.

The judges of each Trial Chamber shall elect a Presiding Judge, who shall conduct all of the proceedings of that Trial Chamber as a whole.
