Whereas a draft of these Regulations has been laid before Parliament, a period of forty days has expired, and neither House has resolved that the Regulations be not made:

Now, therefore, the Secretary of State, in exercise of the powers conferred by section 2(1) of the Parks Regulation (Amendment) Act 19261 and now vested in him2, and by section 62 of the Road Traffic Regulation Act 19843 and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
