The Secretary of State, in exercise of the powers conferred on him by sections 15(1), (2), (3)(a), (4)(a), (5)(a) and (b), (6)(b), (9) and 52(2) of, and paragraphs 15(1), 16 and 20 of Schedule 3 to, the Health and Safety at Work etc. Act 1974(1) (“the 1974 Act”), by section 1(2) of the Offshore Safety Act 1992(2) and by section 117(3) of the Railways Act 1993(3) and of all other powers enabling him in that behalf and for the purpose of giving effect without modifications to proposals submitted to him by the Health and Safety Commission under section 11(2)(d) of the 1974 Act after the carrying out by the said Commission of consultations in accordance with section 50(3) of the 1974 Act, hereby makes the following Regulations:—
1974 c. 37; sections 15(1), 50(3) and 52(2) were amended by the Employment Protection Act 1975 (1975 c. 71), Schedule 15, paragraphs 6, 16(3) and 17 respectively; the general purposes of Part I referred to in section 15 of the 1974 Act, and the effect of that Part, were extended by section 1(1) of the Offshore Safety Act 1992 (1992 c. 15) and by section 117(1) and (2) of the Railways Act 1993 (1993 c. 43).
