2. The following provisions of the Environment Act 1995 shall come into force on 1st November 1995—
section 96(1), (5) and (6) and Schedules 13 and 14 in so far as they apply in relation to England and Wales;
section 96(2);
section 96(4) in so far as it relates to section 105 of the Town and Country Planning Act 1990(1) ceasing to have effect;
section 120(3) in so far as it relates to the repeal in Schedule 24 of section 105 of the Town and Country Planning Act 1990.
