The following provisions of the Environment Act 1995 shall come into force on 1st November 1995—

• section 96(1), (5) and (6) and Schedules 13 and 14 in so far as they apply in relation to England and Wales;

• section 96(2);

• section 96(4) in so far as it relates to section 105 of the Town and Country Planning Act 19902 ceasing to have effect;

• section 120(3) in so far as it relates to the repeal in Schedule 24 of section 105 of the Town and Country Planning Act 1990.
