2.—(1) The activities mentioned in paragraph (2) shall not be treated as defined activities so long as they are carried out by the Hastings Borough Council before 1st January 1996.
(2) The activities are–
(a)collection of refuse in their area;
(b)maintenance of ground undertaken at–
(i)the Borough cemetery, The Ridge, Hastings,
(ii)White Rock Gardens, Hastings,
(iii)Bexhill Road Recreation Ground, Hastings,
(iv)St Mary’s Chapel, Bexleigh Avenue, Hastings.
