The Secretary of State, in exercise of the powers conferred on him by sections 99(1) to (3), 140(4), 143(1) and 146(6) of the Local Government Finance Act 19881, sections 32(9), 33(4), 43(7), 44(4) and 113(1) of the Local Government Finance Act 19922, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
