6.—(1) No National Lottery ticket shall be sold by means of a vending machine unless such machine is, at all times when tickets can be sold by means of it, attended by a person authorised by either–
(a)the holder of the licence under section 5 of the Act; or
(b)the holder of a licence under section 6 of the Act which authorises the promotion of the lottery, the tickets or chances of which are being sold by means of the vending machine.
(2) A vending machine shall not be treated as attended for the purposes of this regulation unless the person attending the vending machine is in a position where he can control the operation of the machine and in particular take action to prevent the purchase of tickets by any person whom he believes has not attained the age of 16 years.
