20.—(1) Every application made under these Regulations shall be made to the Registrar at the General Registry of Shipping and Seamen F1.... Applications in respect of fishing vessels may also be made through a local office.
(2) The application shall be made in a form approved by the Secretary of State and shall contain the name and address of the applicant and sufficient information to enable the ship to be identified.
