The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 140(4) and 143 of, and paragraphs 4(1), (5) and (5A) and 6(2), (2A), (5) and (6) of Schedule 8 to, the Local Government Finance Act 19881 and section 4 of the Non-Domestic Rating Act 19932, and of all other powers enabling him in that behalf, hereby makes the following Regulations:
