The register shall be kept at the principal office of the adjudicator and shall be open to the inspection of any person without charge at all reasonable hours.

The register need not be kept in visible or legible form.

If the register is kept otherwise than in a legible form, the duty to allow inspection is to be treated as a duty to allow inspection of a reproduction in legible form of the recording of the entry the inspection of which is being sought.

A document purporting to be certified by the proper officer to be a true copy of any entry of a decision in the register shall be evidence of the entry and of matters contained therein.
