The Secretary of State for Transport, in exercise of the powers conferred by sections 9(1), (2) and (3) and 10(1) and (2), and 124(1)(d) of and Part IV of Schedule 9 to the Road Traffic Regulations Act 19841 and of all other enabling powers, hereby makes the following Order:
