31. Any sum of money which a party desires, or has been ordered, to consign shall be consiged in the hands of the Principal Clerk in the same manner as in an ordinary action in the Sheriff Court and shall be held by the Principal Clerk subject to the directions of the Court. No consigned money shall be paid or uplifted without leave of the Court or the consent in writing of all parties interested.
