The Secretary of State for Education and Science, in exercise of the powers conferred by sections 1 and 4(2) of, and paragraphs 3 and 4 of Schedule 1 to, the Education Act 19621 and section 3(1) and (3) of the Education Act 19732, hereby makes the following Regulations:
