In exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 19901, the Secretary of State for Education and Science, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations:
