This Order amends the Department of Transport (Fees) Order 1988. Itremoves references to powers to fix fees (within the meaning of section102 of the Finance (No. 2) Act 1987) which are redundant as aconsequence of the coming into force on 1st April 1991 of sections 1(1)and 2(1) of the Road Traffic (Driver Licensing and Information Systems)Act 1989 (c. 22), that is paragraphs 7 and 8 in Table III and paragraphs2.B and C in Table V in Schedule 1 to the 1988 Order. Those provisionsof the 1989 Act replace the provision in Part IV of the Road Traffic Act1988 (c. 52) and section 22 of the Public Passenger Vehicles Act 1981(c.14) for the separate licensing and testing of drivers of heavy goodsvehicles and public service vehicles with provision for the licensingand testing of drivers of large goods and passenger-carrying vehiclesunder Part III of the 1988 Act as supplemented by new Part IV of thatAct. The Order also makes drafting modifications to take account ofthese changes in driver licensing requirements.
Paragraph 4 of the new Table VI, inserted by Article 2(c) of theOrder, makes new provision in respect of the power to prescribe chargesin connection with the supply of forms for certificates of successfulcompletion of a course of training in the driving of motor bicycles.
