The Secretary of State for the Environment as respects England, the Secretary of State for Wales as respects Wales and the Secretary of State for Scotland as respects Scotland in excercise of the powers under section 2 of the Environmental Protection Act 19901 and all other powers enabling them in that behalf make the following Regulations:—
