The Secretary of State, in exercise of the powers conferred on him by sections 143(1) and (2) and 146(6) of, and paragraphs 1 and 5 of Schedule 11 to, the Local Government Finance Act 19881, and of all other powers enabling him in that behalf, and after consultation with the Council on Tribunals as required by section 10 of the Tribunals and Inquiries Act 19712, hereby makes the following Regulations:
