The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 6(3) and 15(6) of the Local Government Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:–
1. These Regulations may be cited as the Local Government Act 1988 (Defined Activities) (Competition) (England) (Amendment) Regulations 1990 and shall come into force on 20th November 1990.
2. Schedules 2, 3 and 4 to the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1988(2) are amended by substituting for the dates “1st January 1991” and “1st August 1991”, wherever they appear in relation to the defined activity of other cleaning, the dates “1st August 1991” and “1st January 1992” respectively.

Regulation 5 of the Local Government Act 1988 (Defined Activities) (Competition) (England) Regulations 1988 (S.I. 1988/1371) provides that section 6 of the Local Government Act 1988 (restrictions on carrying out functional work) shall apply where certain authorities propose to carry out certain work after the dates specified in Schedules 2, 3 and 4 of those Regulations.
The effect of these Regulations is to postpone the application of section 6 in respect of other cleaning work, where the date specified in those Schedules was 1st January 1991 or 1st August 1991, to 1st August 1991 or 1st January 1992 respectively.
