The Secretary of State for Transport, in exercise of the powers conferred on him by sections 25(1) and (2), 26(1) and (3)(d), 44(3) and 46(1)1 of the Dartford—Thurrock Crossing Act 19882, and of all other enabling powers, hereby makes the following Regulations:

These Regulations may be cited as the Dartford—Thurrock Crossing (Amendment) Regulations 1990 and shall come into force on 1st September 1990.

The Dartford—Thurrock Crossing Regulations 19893 shall be amended in accordance with the provisions of these Regulations.

In regulation 1 (citation, commencement and interpretation) there shall be inserted, after paragraph (2)(b), the following sub-paragraph—

“large break-down vehicle” means a break-down vehicle with an unladen weight in excess of 4,000 kg;

These Regulations amend the Dartford—Thurrock Crossing Regulations 1989 in three ways. First, by increasing the charges to be made in respect of vehicles above a specified width or length which use the tunnels. (These charges are in addition to any tolls which may be levied.) Secondly, by increasing some (not all) of the minimum and additional charges which are used to calculate the fee payable under regulation 12 of the 1989 Regulations in respect of attendance at or removal of a vehicle which has broken down in the tunnels. Thirdly, by defining a “large break-down vehicle”, a term used in Regulation 12(1) of the 1989 Regulations.
