The Secretary of State for Health, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of powers conferred on them by paragraph 2 of Schedule 7 to the National Health Service Act 19771 and of all other powers enabling them in that behalf, hereby make the following Regulations:—
