The Secretary of State for Social Security, in exercise of the powers conferred by sections 44(3)(c), 45(2A)(b), 45A(3) (b), 46(4), 47(1A)(b), 47B(2), 49, 66(1)(d), (3), (4)(b) and (5), and 66A(2) of, and Schedule 20 to, the Social Security Act 19751 and of all other powers enabling him in that behalf, after agreement by the Social Security Advisory Committee that the proposals to make these Regulations should not be referred to it2, hereby makes the following Regulations:
