The Secretary of State for Transport, in exercise of the powers conferred by paragraph 10(2), (4) and (6) of Part II of Schedule 1 to the Road Traffic (Driver Licensing and Information Systems) Act 19891, and of all other enabling powers, hereby makes the following Regulations:

These Regulations may be cited as the Public Service Vehicles (Temporary Driving Entitlement) Regulations 1989 and shall come into force on 8th November 1989.

The prescribed period, for the purposes of paragraph 10(2) of Part II of Schedule 1 to the Road Traffic (Driver Licensing and Information Systems) Act 1989, during which a person may drive, or be employed to drive, a public service vehicle on a road without being the holder of a licence under section 22 of the Public Passenger Vehicles Act 19812 to drive such a vehicle, is one month beginning with the date on which the test of competence to drive was passed.

The prescribed period, for the purposes of paragraph 10(4) of Part II of Schedule 1 to the Road Traffic (Driver Licensing and Information Systems) Act 1989, during which a person who takes a test of competence to drive, for the purposes of an application for the grant of a licence, is guilty of an offence, is 21 days beginning with the date on which the application for the licence was made.
