These regulations shall not apply to any feeding stuff which is intended for use only foremrule;
a
the experimental investigation or testing of substances controlled under regulation 15;
b
other purposes of scientific research or experiment,
and which is not generally available for sale, purchase or use as a feeding stuff, and is clearly marked to that effect.
