The Secretary of State for Transport, in exercise of powers conferred on him by sections 13(1), (3) and (7), 19(2), 21(1), and 53(2) of, and Schedules 2 and 3 to, the Merchant Shipping Act 19881 (hereinafter called “the Act”) and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
