The Secretary of State for Social Services, in exercise of powers conferred on him by sections 35(1), 36(1) and 37(a) of the National Health Service Act 19771 and of all other powers enabling him in that behalf and after consultation with the Council on Tribunals in accordance with section 10 of the Tribunals and Inquiries Act 19712, hereby makes the following Regulations:
