Coming into force
The Secretary of State for Transport, in exercise of the power conferred by section 60(2) of the Transport Act 19681, now vested in him2, and of all other enabling powers, and after consultation with representative organisations in accordance with section 91(8) of that Act, hereby makes the following Regulations:

These Regulations may be cited as the Goods Vehicles (Operators' Licences, Qualifications and Fees) (Amendment) (No. 2) Regulations 1987 and shall come into force on 13th January 1988.

The Goods Vehicles (Operators' Licences, Qualifications and Fees) Regulations 19843 are hereby further amended in accordance with the following provisions of these Regulations.

In regulation 3 (interpretation), in paragraph (1) after the definition of “public service vehicle” there shall be inserted the following new definition—
“recovery vehicle” has the same meaning as in Part I of Schedule 3 to the Vehicles (Excise) Act 19714;

In Schedule 5 (cases in which a licence is not required), at the end there shall be added the following new paragraph—

A recovery vehicle.
