The Minister of Agriculture, Fisheries and Food, the Secretary of State for Social Services, and the Secretary of State for Wales, acting jointly, in exercise of powers conferred by section 1(2)(a), (3), (4) and (7)(a) of the National Health Service (Amendment) Act 19861, and of all other powers enabling them in that behalf, hereby make the following Regulations:
