EXPLANATORY NOTE

The Carriage of Goods by Sea Act 1971 gives effect in the United Kingdom to the International Convention for the Unification of certain Rules of Law relating to Bills of Lading, signed at Brussels on 25th August 1924 (Cmd. 3806), as amended by the Protocol of 23rd February 1968 (Cmnd. 6944) (commonly known as “the Hague-Visby Rules”).

This Order, which revokes the Carriage of Goods by Sea (Parties to Convention) Order 1982, certifies the contracting States to the 1924 Convention as amended by the 1968 Protocol and the territories in respect of which they are contracting States. Since the previous Order was made in 1982 the Rules have entered into force for Egypt, Finland, Spain, British Antarctic Territory, British Virgin Islands, Cayman Islands, Falkland Islands, Falkland Islands Dependencies, Montserrat and Turks and Caicos Islands.
