EXPLANATORY NOTE

1.  By these Regulations the power conferred by section 139 of the Highways Act 1980 as amended by section 65 of the Transport Act 1982 to require builder's skips to be marked in a prescribed manner is exercised.

2.  These Regulations require each end of every builder's skip to be marked as specified in Schedules 1 and 2 (Regulation 3).

3.  Those requirements apply to each end of every builder's skip any part of which is placed on any part of a highway except a footway or a verge (Regulation 3).

4.  Every marking with which a builder's skip is required to be marked by these Regulations shall be clean and efficient and (except when fitted to a door which is required to be open for the purpose of loading or unloading the skip) shall be clearly visible for a reasonable distance t persons using the highway on which the skip is placed (Regulation 4).
