The Secretary of State for Social Services, in exercise of the powers conferred upon him by sections 51(1), 82(5) and 132 of the Social Security Act 19751 and section 22 of the Social Security and Housing Benefits Act 19822 and of all other powers enabling him in that behalf, and after agreement with the Social Security Advisory Committee that proposals to make these regulations should not be referred to it3, hereby makes the following regulations:—
