By the Lords of Her Majesty's Most Honourable Privy Council

Whereas in pursuance of section 19(3) of the Veterinary Surgeons Act 1966 the Council of the Royal College of Veterinary Surgeons have made regulations entitled the Veterinary Surgeons (Practice by Students) Regulations 1981;

And whereas by section 25(1) of the said Act such regulations shall not have effect unless approved by Order of the Privy Council:

Now, therefore, Their Lordships, having taken the said regulations into consideration, are hereby pleased to approve the same as set out in the Schedule to this Order.

This Order may be cited as the Veterinary Surgeons (Practice by Students) Regulations Order of Council 1981.

SCHEDULETHE VETERINARY SURGEONS (PRACTICE BY STUDENTS) REGULATIONS 1981

The Council of the Royal College of Veterinary Surgeons 1981 in exercise of their powers under section 19(3) of the Veterinary Surgeons Act 1966 hereby make the following Regulations—

1.  These Regulations may be cited as the Veterinary Surgeons (Practice by Students) Regulations 1981.

2.  The Veterinary Surgeons (Practice by Students) Regulations 1967 (scheduled to the Veterinary Surgeons (Practice by Students) Regulations Order of Council 1967) are hereby revoked.

3.  The class of students of veterinary surgery prescribed for the purpose of these Regulations shall comprise students who have attained the age of 18 years, are attending full-time courses at a university or veterinary school in the United Kingdom or elsewhere, leading to a veterinary qualification, and have entered upon that part of the curriculum which deals with clinical studies.

4.  A student who falls within the class prescribed by Regulation 3 of these Regulations may—

(a)examine animals;

(b)carry out tests upon animals under the direction of a registered veterinary surgeon;

(c)administer treatment (other than by way of surgical operations) to animals under the supervision of a registered veterinary surgeon; and

(d)perform surgical operations upon animals in accordance with the directions and under the direct and continuous personal supervision of a registered veterinary surgeon.

EXPLANATORY NOTE

The regulations approved by this Order, which replace the Veterinary Surgeons (Practice by Students) Regulations 1967, extend the classes of veterinary students who are exempt from the restrictions imposed by the Veterinary Surgeons Act 1966 on the practice of veterinary surgery by unqualified persons. The regulations also prescribe the different levels of direction or supervision by a registered veterinary surgeon which are required for the various procedures undertaken by veterinary students.
