Articles 4, 5 and 6 are made by the Secretary of State for the Environment.
(2)
Subject to paragraph (1) and to article 7(1) and (2), this order is made by the Secretary of State for the Environment in relation to England and by the Secretary of State for Wales in relation to Wales.
