The Secretary of State for the Environment, in relation to England, and the Secretary of State for Wales, in relation to Wales, in exercise of the powers conferred by sections 10(3) and (4), 51(2)(b) and 53 of, and paragraphs 1, 2, 5 and 13 of Schedule 3 and 1, 2 and 5 of Schedule 4 to the New Towns Act 1965, and now vested in them1, and of all other powers enabling them in that behalf, hereby make the following regulations:—
