The Secretary of State, after consulting in accordance with the provisions of section 1(5) of the Consumer Protection Act 1961 with such persons and bodies of persons as appear to the Secretary of State to be requisite, in exercise of his powers under sections 1 and 2 of, and paragraph 3 of the Schedule to, that Act and of all other powers enabling him in that behalf, hereby makes the following Regulations:—
