The Secretary of State, in exercise of the powers conferred on him by section 14(4) of the Employment Agencies Act 1973 and of all other powers enabling him in that behalf, hereby makes the following Order:—
1. This Order may be cited as the Employment Agencies Act 1973 (Commencement) Order 1976.
2. In this Order—
“the Act” means
“local authority licence” means
3.—(1) All the provisions of the Act, except for section 1, shall come into force on 1st July 1976.
(2) Section 1 of the Act shall come into force—
(a)in relation to any person to whom subsection (3) of section 1 of the Act applies for the purpose of any employment agency carried on by him under the authority of a local authority licence, on 30th June 1976; and
(b)for all other purposes, on 1st November 1976.

This Order brings the Employment Agencies Act 1973 into force on the following dates:—
(a)all provisions except section 1—on 1st July 1976;
(b)section 1 (which requires employment agencies and employment business to be licensed):
(i)in relation to any person to whom section 1(3) of the Act applies for the purpose of any employment agency carried on by him under the authority of a local authority licence—on 30th June 1976; and
(ii)or all other purposes—on 1st November 1976.
