in the case of goods supplied direct to any of H.M. Ships of the classes specified in paragraphs (a) and (b) of Regulation 2, the time when the said goods are first received on board such ship, and

in the case of goods supplied to the Admiralty, the time when the said goods are received for the first time in any naval victualling yard, depot or sub-depot in the United Kingdom.
