Any such byelaw may impose reasonable penalties for offences against the same, not exceeding F2level 1 on the standard scale for each offence, with or without further penalties for continuing offences, not exceeding for any continuing offence F350p for every day during which the offence continues; but all byelaws shall be so framed as to allow in every case part only of the maximum penalty being ordered to be paid.
