All the powers and authorities vested in the ecclesiastical commissioners by the first-recited Act with reference to the matters therein contained shall be continued, and extended and apply to the said commissioners, and to the commissioners appointed by or under the provisions of this Act, with reference to all matters contained in this Act, and may be used and exercised by them as fully and effectually as if the said powers and authorities were repeated in this Act; . . . . . .
