No person shall be required, in order to be entitled to vote or be present at any vestry meeting held under the provisions of the M1Vestries Act 1818 and the M2Vestries Act 1819, to have paid any rate for the relief of the poor of the parish in which such meeting shall be held, which shall have been made or become due within three calendar months immediately preceding such vestry meeting.
