any reference to the Crown Estate Commissioners is to be read as a reference to the person having management of the property, rights or interests concerned, and

the reference in section 12 to “the previous consent of Her Majesty to be signified in writing under the hands of two of the Crown Estate Commissioners” is to be read as a reference to the consent of Her Majesty as signified by the consent of the person having management of the property, right or interest concerned.
