The provisions of the principal Act specified in the first column of the Second Schedule to this Act shall have effect to the amendments specified in the second column of that Schedule, and the said amendments, so far as they are contained in Part II of the said Schedule, shall be deemed to have had effect since the commencement of Part II of the principal Act.
