Regulations shall be made after consultation with such associations representing local authorities as appear to the Secretary of State to be concerned.

In this Schedule the expression " prescribed " means prescribed by or under regulations.

Regulations may be made either generally or so as to apply in such circumstances as may be prescribed, and may make different provisions for different cases.
